Funding Amount: The total estimated funding available under this competitive opportunity is $2,000,000. EPA anticipates award of 10 cooperative agreements, whose maximum value each shall not exceed $200,000, resulting from this competitive opportunity.
Eligibility: Eligible governmental entities include a general purpose local unit of government; a land clearance authority or other quasi-governmental entity that operates under the supervision and control of, or as an agent of, a general purpose unit of government; a governmental entity created by a state legislature; a regional council or group of general purpose units of local government; a redevelopment agency that is chartered or otherwise sanctioned by a state; a state; an Indian Tribe (other than in Alaska), or an Alaskan Native Regional Corporation and an Alaska Native Village Corporation as those terms are defined in the Alaska Native Claims Settlement Act (43 U.S.C. 1601 and following); and the Metlakatla Indian Community. Intertribal consortia, except consortia comprised of ineligible Alaskan tribes, are eligible to apply as well. Eligible nonprofit organizations include any corporation, trust, association, cooperative, or other organization that is operated mainly for scientific, educational, service, charitable, or similar purpose in the public interest; is not organized primarily for profit; and uses net proceeds to maintain, improve, or expand the operation of the organization. Workforce Investment Boards that meet these criteria may be eligible nonprofit organizations. Public and nonprofit private educational institutions are eligible to apply. However, nonprofit organizations described in Section 501(c)(4) of the Internal Revenue Code that engage in lobbying activities as defined in Section 3 of the Lobbying Disclosure Act of 1995 are not eligible to apply. For-profit or proprietary training organizations or trade schools are not eligible to apply. Evidence of current nonprofit status under Federal, state or tribal law must be provided at the time the proposal is submitted.
Description: Funds awarded must be used for training, research, and technical assistance to facilitate the inventory of brownfields properties, site assessments, cleanup of brownfields properties, community involvement, or site preparation. Eligible uses of grant funds under this competitive opportunity include: • training residents for the handling and removal of hazardous substances, including training for jobs in sampling, analysis, and site remediation; • training in the management of facilities at which hazardous substances, pollutants, contaminants or petroleum contamination are located; • training for response activities often associated with cleanups for example, landscaping, demolition, and groundwater extraction; • development/refinement of existing curriculum for the training described in this section; • training participants in the use of techniques and methods for cleanup of leaking underground storage tanks and other sites contaminated by petroleum products, asbestos abatement, or lead abatement where these topics are a component of a more comprehensive hazardous waste management training course or environmental technology training course; • recruiting job training participants from communities impacted by brownfields and for outreach activities directed toward engaging prospective employers to be involved in the job training program.

Rural Health Care Services Outreach Grant

Description: The Office of Rural Health Policy's Health Care Services Outreach Program encourages the development of new and innovative health care delivery systems in rural communities that lack essential care services. The emphasis of the grant program is on service delivery through creative strategies requiring the grantee to form a consortium with at least two additional partners. Programs funded have varied greatly and have brought care that would not otherwise have been available to at least 2 million rural citizens across the country. Through consortia of schools, churches, emergency medical service providers, local universities, private practitioners and the like, rural communities have managed to create hospice care, bring health check-ups to children, and provide prenatal care to women in remote areas. (2) Applicants whose projects focus on primary care, and wellness and prevention strategies.

Solar America Initiative (SAI) Technology Pathway Partnerships (TPP), Phase 1

Eligibility: Eligible applicants must be U.S.-owned corporations. This is a restricted eligibility FOA. Eligibility for this procurement is restricted to U.S. commercial entities as prime recipients. U.S. commercial entities are defined as for-profit entities organized under the laws of the United States. Nonprofits, laboratories, universities, individuals, and foreign entities are ineligible to apply. There is no eligibility restriction for sub-recipients.
Description: In January 2006, the President announced his Advanced Energy Initiative, which is designed to reduce the nation’s dependence on foreign sources of energy by promoting broader research and development (R D) to achieve substantive breakthroughs in a variety of energy resources, including solar photovoltaic systems. An integral part of this Initiative is the U.S. Department of Energy’s (DOE_s) Solar America Initiative (SAI). Authorized under the Energy Policy Act of 2005, the SAI represents a significant enhancement of DOE’s business strategy of partnering with the U.S. industry to accelerate commercialization of photovoltaic (PV) system R D to meet aggressive cost and installed capacity goals. Implementation of the SAI will drive towards accelerated commercialization of solar photovoltaic (PV) systems to a milestone in 2015, at which time they will be competitive with conventional sources of electricity in all domestic grid-tied markets. The main goals of this nine-year mission are:
substantively accelerate development of U.S.-produced PV systems so that PV-produced electricity reaches parity with the cost of electricity in select grid-tied target markets across the nation and expand the U.S.-installed domestic capacity of PV systems to 5-10 gigawatts (GW).

Community-Based Job Training Grants (Repeat)

Funding Source: U.S. Department of Labor, Employment and Training Administration (ETA),
Funding Amount: Approximately $125 million in grant funds. ETA intends to fund approximately seventy-five (75) grants ranging from $500,000 to $2 million through this competition; however, this does not preclude ETA from funding grants at either a lower or higher amount, or funding a smaller or larger number of projects, based on the type and the number of quality submissions. The period of grant performance will be up to 36 months from the date of execution of the grant documents.
Eligibility: Applicant must be either: (1) An individual Community or Technical
College, (2) a Community College District, (3) a state Community College
System, or (4) an individual One-Stop Career Center in partnership with its
Local Workforce Investment Board. For educationally underserved communities
without access to community or technical colleges, there are other
eligible applicants. Alternate Educational Entities that are governmental or not-for-profit organizations that directly deliver, or broker for delivery, post secondary education opportunities in educationally underserved communities that lack access to community colleges are eligible to apply under this exception.
Description: to support workforce training for high-growth/high-demand industries through the national system of community and technical colleges. The primary purpose of these grants is to build the capacity of community colleges to train workers to develop the skills required to succeed in local or regional: (i) industries and occupations that are expected to experience high-growth and (ii) industries where demand for qualified workers is outstripping the supply. Funds will be awarded to support or engage in a combination of capacity building and training activities for the purpose of building the capacity of community colleges to train for careers in high-growth/high-demand industries in the local and/or regional economies.

Susan Harwood Training Grants (Repeat)

Eligibility: Nonprofit organizations, including community-based and faith-based organizations, that are not an agency of a State or local government, are eligible to apply. State or local government-supported institutions of higher education are eligible to apply
Description: The Susan Harwood Training Grant Program provides funds for
programs to train workers and employers to recognize, avoid, and prevent safety and health hazards in their workplaces. The program emphasizes three areas: 1. Educating workers and employers in small businesses. A small business has 250 or fewer workers. 2. Training workers and employers about new OSHA standards. 3.Training workers and employers about high risk activities or hazards identified by OSHA through its Strategic Management Plan, or as part of an OSHA special emphasis program. Organizations funded for Targeted Topic training category grants are expected to develop and provide occupational safety and health training and/or educational programs addressing one of the topics selected by OSHA, recruit workers and employers for the training, and conduct and evaluate the training. Grantees are also expected to conduct follow-up evaluations with people trained by their program to determine what, if any, changes were made to reduce hazards in their workplaces as a result of the training. Ten different training topics were selected for this grant announcement.

High Growth Job Training Initiative Grants for the Advanced Manufacturing Industry (Repeat)

Eligibility: For profit and private nonprofit organizations including faith-based and community organizations. To be considered for funding, the applicant must demonstrate that the proposed project will be implemented by a strategic partnership that included at least one entity from each of three categories:(1) the workforce investment system which may include state and local workforce investment boards, state workforce agencies, and On-Stop Career Centers and their partners; (2)the education and training community, which includes the continuum of education from K-12 to community and technical colleges, four year colleges and universities, and other training entities; and (3) employers and industry related organizations such as associations and labor management organizations.
Description: Grant funds awarded should be used to develop and implement innovative and industry-driven training solutions that address the advanced manufacturing industry’s critical workforce challenges. Each solution must take place in the context of a strategic partnership between the workforce investment system, business and industry representatives, and education and training providers such as community colleges. The projects selected for funding under this SGA are intended to complement and enhance existing ETA investments for the advanced manufacturing industry available on ETA’s Web site at http://www.doleta.gov/BRG/Indprof/Manufacturing.cfm. Funded grants are expected to contain at least six critical elements. These elements consist of: (A) innovative solutions to industry identified workforce challenges; (B) strategic partnerships; (C) leveraged resources; (D) sustainability; (E) replication of successful models for broad distribution, and (F) clear and specific outcomes. Applicants are not limited in the strategies and approaches they may employ to implement training activities, however, the training must (a) target skills and competencies demanded by the advanced manufacturing industry, (b) support participants’ long term career growth along a defined career pathway such as an articulated career ladder and lattice; and (c) result in an industry-recognized certificate, degree, or license that indicates a level of mastery and competence in a given field or function. The credential awarded to participants
should be based on the type of training provided through the grant and the requirements of the targeted occupation, and should be selected based on consultations with industry partners.

Grants for Programs Serving Adults With Disabilities

Funding Award: Grants range from $1,000 to $5,000 each.
Eligibility: Applicants must be U.S. nonprofit 501(c)(3) organizations that serve people with disabilities and have been in existence for two years or longer. Support from other funding sources in the community for the program must be demonstrated in the grant application.
Description: The ELA Foundation grants funds for programs in the areas of arts, advocacy and education for adults with disabilities (over 22 years old) to nonprofit organizations which are led by or support adults with disabilities. Foundation encourages distinctive projects that change the face of disability in a community. These programs impact the lives of people with disabilities and are supported by the local community including foundations, corporations and individual funders.
